On the 7th of March 1999, the Government of Israel passed resolution number 4889, establishing the national Security Council.

| The Government of Israel has unanimously decided |

To establish a National Security Council that would begin operations immediately. The Council will operate under the auspices of the Office of the Prime Minister.

The objectives and role of the National Security Council will be in accordance with the specifications and clarifications listed following. In principle, the intention behind the establishment of the National Security Council is not to infringe on the authority or standing of the various government ministries and national bodies, but to serve as a coordinating, integrating, thinking and follow-up forum in the field of national policy.

The permanent professional consulting team in the field of national security, according to article 39(e) of basic law: Government, will operate within the framework of the National Security Council.

To record the Prime Minister's announcement that he has decided to appoint, to the role of Head of the Council and National Security Advisor, General (reserves) David Ivri. The Prime Minister will notify the government regarding senior position holders that will be appointed to the Council.

To entrust the General Manager of the Prime Minister's Office, in coordination with the Minister of Finance and the Civil Service Commissioner, and on behalf of the Government, to set the budgetary and organizational framework for the operation of the Council no later than the 1st of April 1999.

| National Security Council – Objectives and Roles |

Objective: to serve as an HQ forum for the Prime Minister and Government in matters related to national security.

Authority: the Council will draw its authority from the Government and will act in accordance with directives issued by the Prime Minister. The Head of the Council will be directly subordinate to the Prime Minister.

Roles:

To hold senior advisory forums for the Prime Minister and the Government regarding issues of national security.

To coordinate integrative assessments of processes and trends of all aspects in the field of national security.

To direct integrative staff operations between offices and authorities dealing with national security in order to receive their inputs in their fields of responsibility, aimed at increasing coordination and integration between them.

To prepare for deliberations by the government, ministerial committee for national security and the Prime Minister, and to brief Knesset committees in these matters according to the directives of the Prime Minister.

To advise the government on policies relating to national security.

To plan, based on a long-term perspective, national security components, with the assistance of existing planning parties in State offices and bodies dealing with national security.

To follow up and provide updates regarding activities and implementation of resolutions regarding national security.

To maintain coordination and cooperation with parallel national security authorities in selected countries, in coordination with the Foreign Ministry and its delegations throughout the world, as accepted.

It is hereby clarified that issues of national security are varied and multi-dimensional, including security, political, economic and social aspects.

The Prime Minister added: "For the purpose of coordination and integration with the work of the Government and the Prime Minister's Office, the Government Secretary, the Prime Minister's Military Secretary and the Prime Minister's Political Advisor will participate in all meetings of the National Security Council. This will be specified in internal procedures that will be prepared."
