Legal Advisor
The National Security Council's legal bureau oversees the entire range of activities of the Council divisions, and is an integral part of the staff work that is coordinated by the NSC.
Divisional activities:
  • Legal oversight of the work of the NSC in the field of public and international law, and of legislation dealing with national security
  • Participating in writing policy papers focusing on strategic and legal aspects
  • Follow-up of legal processes in Israel and abroad related to the field of activity of the Council
  • Formulating recommendations for relevant amendments to legislation, involvement in the legislative processes in the Knesset and preparing government decisions
  • Representing the NSC in legal forums in government ministries, authorization units, defense authorities and the Knesset, as well as in the parallel legal bodies in foreign countries
  • Maintaining binding working norms according to the dictates of the law, the Public Service regulations and the rules of proper administration
  • Overseeing the activities of the NSC in its contracts with external service providers

  • Regulating the statutory position of the National Security Council
  • New counter terrorism legislation
  • Legal aspects of financing terrorism
  • Legal aspects relating to the Disengagement Plan
  • Regulation of Bedouin settlement in the Negev
  • Immigration to Israel and its implications on the Citizenship Law and entry into Israel
  • HQ work on transferring manpower from the army to the police
