Message to the Public Ahead of the High Holy Days (September-October 2019)

 

As every year, before the High Holy Days, the National Security Council presents the primary threats to Israelis and Jews abroad, with emphases and recommendations on behavior when traveling abroad.

 

Key Points

 

The Global Jihad has called on its members to harm Israel and Jews (the leader of al-Qaeda, Ayman al-Zawahiri, did so in September 2019, while the leader of the Islamic State [Daesh], Abu Bakr Al-Baghdadi, did so in April 2019).

 

Al-Qaeda and its proxies continue to conduct terrorist attacks around the world, focusing on the Middle East, Africa and Asia.

Despite the defeat of the Islamic State (Daesh) in Syria and Iraq, the organization continues to conduct terrorist attacks around the world, and has even announced that it has established new districts (in Turkey, India and Pakistan). 

 

Main threats to Israelis around the world:

Sinai Peninusula: Daesh and groups affiliated with al-Qaeda encourage attacking tourist targets, including Israelis. The very high concrete threat (Level 1) is still in force.

- Middle East (Turkey, Egypt and Jordan): Global Jihad and local terrorist groups are present and working to carry out terrorist attacks.
- Africa: In the Maghreb countries (Morocco, Tunisia), the Sahel and West Africa (Mali, Niger, the Ivory Coast, Nigeria), the eastern part of the continent (Kenya), and South Africa, groups affiliated with Daesh and al-Qaeda (like al-Shabaab) are active.
- Asia: Terrorist groups are active primarily in southern Thailand, the southern Philippines and the Kashmir region in India.

- West Europe: There is a potential threat of lone-wolf attacks and local terrorist activities, primarily by Daesh fighters who returned to their countries of origin and others inspired by Daesh.

- Terrorism from the Shiite Axis: Given the increased tension with Iran and its proxies in the Middle East, it is possible that terrorist groups sent by Iran will try to attack Israeli or Jewish targets abroad, primarily:

- Traveling Iraq (which is defined as an enemy country), with an emphasis on the Kurdish region, is prohibited according to the Prevention of Infiltration Law. There is a high, tangible and immediate threat to all Israelis and/or Jews visiting the Kurdish region and Iraq in general.

- The countries surrounding Iran and in the Middle East (especially Azerbaijan, Georgia, Armenia, Turkmenistan, the Gulf States, Turkey and Jordan), Africa, and central and southern East Asia.


Pay attention to the travel warnings that are in force as follows:
- Travel is prohibited by law to the six enemy countries (Iraq [including the Kurdish region], Syria, Lebanon, Saudi Arabia, Yemen and Iran).

- There are alerts for various threat levels in about 40 countries or regions.

During your stay in a foreign country, we recommend that you reduce the amount of time spent at events or places with a high concentration of people, and urge you to be alert and exercise caution.

 

While visiting a country for which a travel alert has been issued, it is strongly recommended that you avoid publishing any information on social media networks (where you are, your hotel name, flight details, travel itinerary, real-time geotags).


 

Addendum—List of Countries and Regions for Which a Travel Alert has been Issued

This risk assessment is presented by four levels, which represent the current risk assessment and recommendation of the NSC for Israelis in the country/region. The four travel alert threat levels are:

Potential threat (level 4): The Counterterrorism Bureau recommends to avoid non-essential visits to these countries.

Basic concrete threat (level 3): The Counterterrorism Bureau recommends to avoid visiting the country.

High concrete threat (level 2): The Counterterrorism Bureau recommends to avoid visiting and leave the country.

Very high concrete threat (level 1): The Counterterrorism Bureau recommends to avoid visiting and leave the country immediately.

Egypt (Sinai Peninsula)Level 1 - Very high concrete threatThe Counterterrorism Bureau calls on all Israelis staying in the Sinai Peninsula to leave immediately and return to Israel. In addition, it asks the families of Israelis staying in the Sinai Peninsula to contact them and update them regarding this travel alert. The Counterterrorism Bureau also strongly recommends that anyone wishing to travel to Sinai avoid doing so.
India (Kashmir Region)Level 1 - Very high concrete threat

Avoid any visit and leave the region immediately.

In addition, because of potential threats of terrorism across all India, we recommend that Israelis traveling to India exercise extra alertness and caution, in accordance with the recommended rules of conduct abroad published by the Counterterrorism Bureau, which can be read on the NSC website.

IraqLevel 1 - Very high concrete threat

Travel to Iraq is prohibited in accordance with the Prevention of Infiltration Law. Visiting Iraq is dangerous, and therefore any visit to the country should be avoided, and those already there should leave immediately. Given the aforementioned, the security services have decided to increase enforcement of the law against those who violate the prohibition and visit Iraq without authorization.
